I would like to get your opinion on what are the top 10 machine learning techniques.

I would say:
Neural networks
SVM
Naive bayes
Kmeans
KNN
Apriori
Adaboost
Reinforcement learning (anyone)
Rfvl
Density peak clustering

I think this list is decent but i would add spectral clustering and graph neural networks to that.
