After completing the PhD, how do we get the lecturer or professor position? What are the requirements? Does it need many papers and teaching experience?

To become a lecturer, research experience is less relevant because your work is to teach. If you have teaching experience It will help. During interview, you may be asked to do a teaching demo so that the selection committee can evaluate your teaching skills.
To become a professor, both teaching and research abilities are evaluated. For research, you need to show you can publish high quality papers in good journals and conferences. The number of papers is less important than the quality

Personally, when I was a post-doctoral researcher in 2010, I applied for many jobs I must have sent CV to at least 50 universities in a few countries and passed about 4 interviews for various positions before finding a good match. The best is to start applying at least 6 months in advance if possible. It is not easy to find a job in some countries, so it is better to prepare well (and proofread) your CV and write personalized letters for each position.
